The board hearing: part 2 of 3

The Elizabeth Fair Rental Housing Board convened from 7:30 to 10 PM Wednesday March 16, 2016.
Jeffrey Jonas and Steve Shaffer presented the tenants' case,
citing city and state ordinances and recent court rulings to show beyond reasonable doubt
that all the work constitutes maintenance as required by law.
The replacement of a 52 year old heating system (that is at end-of-life)
with one of like kind is NOT A CAPITAL IMPROVEMENT.
